We are looking for a Employee Relations Lead for our People Advisory Group in Austria. This is an exciting and unique career opportunity to help shape the Employee Relations agenda in Austria. In this role, you will take the lead on providing Employee Relations advice and guidance, be accountable for implementing the right HR governance for all country level HR policies and for managing strategic projects related to the PAG Strategy.

OBJECTIVES/PURPOSE

The Employee Relations Lead Austria role is an exciting role within the new Multi Country PAG (People Advisory Group) Function in Austria, which sits within the GPD Organization. This function is enterprise focused, dedicated to supporting all employees, leaders, and business units within Austria across the key organization’s capabilities of business transformation, Employee Relations, HR Governance & HR Policy and Policy Framework.

The role will be a member of the Multi Country PAG (MC PAG) community and will help shape the ER agenda in Austria. The role will comprise of three Core areas of responsibilities:

ER Responsibility for Austria – The role will take the lead on the provision of Employee Relations advice and guidance in Austria. The appointee will be responsible for providing consultative support and management of complex employee relations cases to employees and managers in partnership with key stakeholders. At the core, this role will focus on creating a consistent employee experience in ER matters within Austria.

HR Policy Creation and Governance - The appointee will be accountable for all country level HR policies and socialize policies at the appropriate level ensuring the correct governance and procedures are in place in line with Global processes and frameworks.

Manage Strategic Projects related to the MC PAG Strategy - This position is responsible for the management and delivery of Employee Relations (ER) projects across all business units, functions, and employees in Austria.

Working on global to local initiatives the appointee will ensure timely project management whilst advising as a subject matter expert in his/her field to ensure that the change is delivered smoothly and communicated effectively in line with Takeda values and leadership behaviors.

ACCOUNTABILITIES IN DETAIL

Employee Relations

  • Own the performance improvement framework and performance issue documentation (PIP, warning letter, etc.) and the employer driven terminations for country in alignment with HR and Business Leaders (incl. works council process)
  • Roll out specific frameworks and lead ER case management for such as Performance improvement counseling, Employee investigations, Involuntary termination documentation, Disciplinary and RIF documentation in country as needed and in line with global initiatives
  • Provide counsel to HRBL and HRP on complex employee relations issues, proposing fair, consistent, and timely resolution while ensuring legal compliance and evaluating risk mitigation to the Company
  • In line with global processes and frameworks and country LR, implement and roll out country specific policies.
  • Own RIF documentation/tracking including management with stakeholders like Finance and People Solutions
  • Own the process framework and the employee handbook for the country including PIP, termination, life events, leaves (maternity, family care, etc.), re-hire, secondary employment
  • Mange the implementation of new working time/shift models (counsel leaders and suggest shift plans according to operational and legal requirements, align with labor Relations Lead for the establishment of works council agreements)
  • Consult with Works Councils, Occupational Health and Disabled Representative on local cases/topics for reintegration of long-term sick leaves and employees with disabilities
  • Support the PAG Head Austria on the employer certification (Top Employer)
  • Lead creation and delivery of local tools and trainings related to employee relations and the coaching to management and HR partners (Capability Building for ER topics)
  • Lead harmonization efforts for Austria on ER topics
  • Attend and actively contribute to the PAG Community of Practice
  • Transition the leadership of the DE&I Council and the strategic oversight and alignment of local Takeda Resource Groups (TRGs) on country level to business stakeholders.
  • Communicate/counsel in area of responsibility (in alignment with other (global) stakeholders like COEIs)

Project Management & Governance

  • Provide end to end technical advice, expertise and support in HR change proposals and initiatives ensuring that correct governance is in place and implemented effectively, providing progress reports as required
  • Innovate, socialise, and deliver simplified, innovative solutions with stakeholders that enhance the employee experience, as required
  • Aligned with global / local HR guidance, take a lead in developing and define policies that position Takeda competitively on matters such as maternity, family care, leave, Rehire eligibility, Programs/counseling due to life event changes, work schedule, over time, Local employment policies, reports & action plan (e.g., disability, affirmative action), Workplace health & safety policy, local severance plan development.
  • Ensure appropriate representation of Austria trough collaboration with global stakeholders (e.g., ER Specialist, LR specialist and legal)

Skills and Capabilities:

Critical Skills and Competencies

  • A competent specialist in Employee Relations with an ability to work across different legal entities and locations within a country
  • Ability to manage the complexity of implementing business change across different legal entities
  • Demonstrates an ability to deal with ambiguity, balance and mitigate risks and provide credible advice
  • Strong collaboration skills with all relevant stakeholders in HR and the business
  • Experience in working in an environment with Works Councils
  • Proven track record in implementing initiatives to drive exceptional employee experience
  • Ability to influence multiple stakeholder groups and coach leaders
  • Ability to think and work strategically but also act with a hands-on mentality
  • Excellent verbal and written communication skills required in German and English to convey complex information in a clear and concise manner to several stakeholders in business

Experience and Education

  • Bachelor’s degree or equivalent ideally with background in employment law, human resources or change management
  • At least 5 years’ experience in HR with focus on Labor or Employee Relations with evidence of LR or ER thought-leadership
  • Significant experience in complex matrix HR organizations with proven understanding of local and regional/global diversity of thought and application
  • Accountability in previous roles for multiple business units within one country/region
  • Sound understanding of employment regulations and labor law in Austria
  • Human Resources experience in the health care or pharmaceutical industry preferred.
  • Strong partnership and collaboration focus to create sustainable processes and increase efficiency
  • HR Project management and change management experience is desirable

For this important and responsible position, the minimum salary is € 7.285,71 gross/month (full-time, KV chem. Industrie). The actual salary package depends on your professional experience and qualifications.
